Services and Deliverables

  1. The Supplier shall supply security personnel to the British Council Nepal office premises and, upon request, to any other venues within Nepal where the British Council will be operating.
  2. Supplier shall work in accordance with the standard operating procedure (SOP) provided by the British Council. This SOP will be provided to the supplier only after the supplier is contracted for the work.
  3. Duty hours of each security guard should be 12 hours on a shift basis
  4. All the standard dresses and equipment, including the uniforms and handheld metal detectors for the security personnel, shall be provided by the supplier
  5. The British Council shall provide the security personnel with basic welfare facilities, such as drinking water, toilets, and a guard station.
  6. The Supplier shall provide maximum security for the British Council premises in coordination with the Security Head.
  7. Any kind of security threat arising beyond the capacity of security personnel deputed by the Supplier shall be immediately reported to the Security Head of the British Council.
  8. The security personnel deputed by the Supplier shall not be permitted to consume any alcoholic beverages, drugs, or similar substances during duty hours. They shall not be allowed to act on other things forbidden by the prevailing law and/or such things which the British Council feels wrong, otherwise they will be immediately terminated.
  9. If any security personnel deputed by the Supplier fail to resume duty during their working hours, the Supplier shall be responsible for immediately deputing a replacement and informing the Security head of the British Council.
  10. The Supplier shall provide 24-hour security services to the British Council.
  11. The British Council is responsible for planning and instructing the Supplier on the necessary steps to provide security, including the locations, equipment, and any other matters for which the Supplier is responsible.
  12. Guards deployed at the British Council and at any other venues (upon request) shall all be security-cleared by the Government of Nepal and should neither be associated with any political organisations nor engage in any criminal activities.
  13. In addition to the above-mentioned services, the British Council can request replacement guards if it finds that the services are not up to the required standard.
  14. A logbook for inspection and supervision to be maintained by the Supplier at the security location and to be submitted to the British Council Security Head on a monthly basis
  15. The approved supplier is required to submit the list of guards and the duty schedule before the actual contract implementation date.
  16. The Supplier must assign security personnel for the main office at Lainchaur, Kathmandu, as per the table below:

  1. If security services are needed at a location other than the main office (Lainchaur, Kathmandu), a separate request will be made to determine the number and shift of guards.
  2. The supplier should be registered for providing these services, and up-to-date registration renewal (tax and company) should be available
  3. The supplier should have experience providing similar services to international organisations and not be blacklisted by any such organisations, e.g., for termination of contracts on moral grounds.

The Services will be more fully defined in the relevant Order Contract for each Order.

The specific Charges applying to any Order Contracts shall be based on the above Charges and shall in no circumstances exceed the above Charges without the prior written consent of the British Council

How to apply

You are hereby invited to participate in the Request for Proposal (RFP) process to provide security services for the British Council Nepal office.

You are required to carefully examine the documents and submit your proposal no later than 05 May 2026.

The documents that must be submitted to form your Proposal are listed in Part [2] (Submission Checklist) of Annex [2] (Supplier Proposal) to this RFP. All documents required as part of your Proposal should be submitted to the British Council’s e-Tendering portal hosted at https://tap.tcsapps.com/tap2/#/bc-supplier-registration by the Response Deadline.
